They likely did something wrong to earn a trade ban from Valve but it is also possible that they could have unknowingly activated a key on their account that was 'bad' (read: pirated or stolen), for example there are "A Valley Without Wind 2" keys that are going around that are from an illegal key generator. The reasons being that negative comments are easily removed, plus anything positive can be faked or manufactured. Do a cursory glance of their Steam profile, checking things like their trade status (as you noted), when the account was registered, how many games they have, and what's in their inventory if it is not hidden. By themselves these things don't necessarily mean anything (aside from the trade status) but can be useful. Be wary of anyone with a private profile, as most scammers have it set to this. If you have lower rep than the other person and a proposed trade involves one or more keys, then expect that the other party will likely request that you go first, regardless of whether the game(s) you are offering is a key or a gift. This is a standard rule in the trading process. When you are first starting out and have little rep on Steamtrades you may have to assume a certain amount of risk if the trades involve any keys, but if you play your cards right you will give yourself a good chance to come out unscathed. If possible, you may be better off trading with those that have a lot of good rep (and are more likely to be trustworthy) until you manage to build up your own rep a bit. Trades involving only Steam gifts are also a good way to build rep with almost no risk, but this can limit your trade options. I wouldn't say it's bad news, but should be taken with a grain of salt for the reasons I outlined above. Profile rep can be supplementary but should never be taken as the sole or even primary basis of judging someone's 'trustworthiness'. I don't even bother looking at the comments, I have my own routine to see if they meet my standards. I just don't like how so many people are associating +rep on profile as being a sure sign of a scammer. I know it's due to the SteamRep annoucements which basically said the same, but it's just untrue. It's one of the easier methods to fake and make yourself appear trustworthy so it's almost always done by scammers, but that doesn't mean everyone with +rep are scammers. Makes me feel like I should almost delete every comment just so I don't miss out on any trades from a cautious person.
